I have found more about the staff system. I found a reference to a Rock
Island operating manual. It states the electric train staff system was
in effect on the Leavenworth Terminal railroad between Leavenworth and
Stillings Junction, and on the Rock Island railroad between Stillings
Jct and Beverly. The Rock Island abandoned their operations between
Leavenworth and Cameron, Missouri, in May 1940. The Leavenworth Terminal
was controlled by the CGW according to the ICC valuation report. The
users were the CGW, the Rock Island and the CB&Q. One source says the
Leavenworth Terminal was dissolved in 1940 which corresponds with the RI
abandonment.
