Employee Timetable 50 St Joseph Division effective January 9, 1938 for 
the Leavenworth and East Leavenworth Sub-division:

"Yard limits extend East Leavenworth to Stillings Jct
Staff system between Stillings Junction and Tower at Missouri Pacific 
crossing at Leavenworth

The eastbound home semaphore signal at Stillings Junction governs as 
follows:
Top Arm, CB&Q
Middle Arm, C.R.I.&P. main track
Lower Arm, C.R.I.&P. siding"

Most people forget that the CGW used the Rock Island into Leavenworth 
until the Rock Island abandoned and the CGW took over the portion they 
needed. The CGW/Rock Island crossed the St Joe/KC mainline at Beverly.

Now I have St Joe Division timetable #56 effective February 2, 1941. It 
is now listed as Leavenworth and East Leavenworth spur track. The only 
instructions for the spur are:

"Spur track, 3.70 miles in length,  extends between East Leavenworth and 
Leavenworth. Rule 908 in effect between East Leavenworth and Stillings 
Junction, 1.70 miles north of Leavenworth. Trains and engines between 
Stillings Junction and Leavenworth are governed by rules and time table 
of C.G.W.R.R."

I have a friend who is a big CGW fan and I'll see if he has employee 
timetable for that time to see what it says.

But I think it is as you suspected, it was removed when the RI pulled 
out and the Q pulled off their transfer trains.
