My first thought was a motorized hand car (speeder) but then there is the comment that it was used in "passenger and mail" service which would rule that out. In Bulletin 39 on Inspection cars there is a picture in 1912 of a Ford Model B. The Model B was built from 1904 to 1906 which fits the date of the article. It is possible this car or similar may have been bought for passenger service but despite the article did not work out as planned and was turned into an inspection car.
