I'm pretty sure this is a set that is made by IHC. I suspect they've used their USRA Mountain boiler and built a Hudson drive for it (the drivers look very short and the wheelbase looks stretched out

If anything a 2-10-4 from Broadway is possibly a more likely model than a Hudson or O5. If you do a 2-10-4 you can make them for early CB&Q, B&LE, and MIssabe. If you offer one with different boiler
