Well, I sure would make a lousy witness in a crime investigation. I was
in KC Union Station and took another look at the photo with the
passenger F-3s departing KC Union Station westbound. Indeed, the lead
locomotive ( the number is not clear), has grab irons up the nose and
over the top of the nose in front of the windshield. The "baggage" car
is an RPO - baggage and appears to have two name plates on the side.
The first coach is probably one of the pre war versions. There appear
to be two coaches behind the baggage RPO and then a dome. Finally, the
photo is taken from the Broadway bridge and the rear of the train is
passing under the old and now gone Central Ave. bridge. I am now
certain that the train is just another departure of the KCZ.

So, what I originally thought was a photo of an unusual event, now
turns out to be a very ordinary occurrence. Sorry for the confusion (I
guess I was the only confused one) and I certainly appreciate all the
very knowledgeable response to my inquiry. BTW, the photo is about 8x10
in a glass display case about one foot above the floor.

One other comment. I have seen many photos of the passenger F-3s in the
passenger paint scheme, but all seem to be either the 9960 set or 9962.
In books that I have, I have not located a single photo of the 9961
set. Does anyone have such a photo in passenger colors or know of a
photo of this set in print. I have one or two shots of the passenger Fs
after they were repainted in freight colors.
