The 2 are completely different. The 501E Approach only requires that you be prepared to stop at the NEXT signal. The block is clear from the 501E Approach signal to the next signal. You may proceed at track speed as long as you can get stopped before passing the next signal. (Later Approach rules (depending upon the era, required that you immediately reduce to 30, 35, 40mph upon passing the 501E Approach signal). A Permissive signal requires that you operate at Restricted Speed through the entire block, at a speed of 20mph OR MUCH LESS depending upon conditions of site distance. Basically don't hit ANYTHING.
