I think you mis-typed the above? If the Interlocking was NOT lined then only the red light would be lit, no lunar. You can't pass thru the interlocking, even at Restricted Speed, if the interlocking is not lined for your movement. The red with lunar means
the interlocking is lined but the block is occupied or hand throw switch not lined for main, etc.
