I've never heard of a 6-month flip and returning light applying to all terminal transfers and I've worked for RRs on & off since 1978. What era are you referring to? I think the rules were railroad, location, and era-specific. At the UP Los Angeles 1978 - 1984 it worked like this: UP would take cars from their East Yard to ATSF Hobart Yard and return with cars. ATSF would take cars from Hobart to SP Taylor Yard and return with cars. SP would take cars to UP East Yard and return with cars. The only time you would return light is if the other road's cut wasn't ready or if they had no cars- almost never. I think it flipped every year on Jan 1, not every 6 months. All three big roads would haul to & from the LA Junction Railroad's "A" yard. LAJ power & crews didn't run to other yards, though they may have gone to Hobart since Hobart was just across the LA river. Robert Simpson
