If that's all the information the 4 EB passenger trains received at Savanna Tower relative to the movement of the two westbounds, then they all would wait @ Sav. Tower until the two westbound O-5's arrived @ Sav. Tower.
Was the 1929 Rule Book in effect in 1942? Looks like a basic S-C form train order. Can't believe the "ever frugal" CB&Q would print another "Rules of the Operating Department" during the Depression, but they may have; I just don't have a copy of it.
