  You are right. If it were a double head move, the the word "Coupled" would appear. I have a LP with a tract of 5632 and 63 (?) going past Mendota Tower in the early 60's on a railfan special. The tower man calls the dispatcher to say 5632 and 63(?) coupled west by.
I guess meaning there were clear of the tower.

I too have seen the "coupled" language. In fact BRHS Bulletin 50 which will be coming out in the not too distant future features an order with that language. This order leads me to believe there are two separate extra wests.

5620 and 5617 were 4-8-4 steam engines. Such an order would or might have said Extra 5620 and 5617 coupled west would mean a double header.
