I don't know where the dividing line between the corporate boundaries of 
Brookfield and Congress Park lies, but I'd guess that it is probably the 
centerline of the Q tracks.
If so, maybe not from the CB&Q perspective, but from the Cook County land 
viewpoint, Congress Park Yard itself lies in Brookfield.
As has been pointed out, the lead to the facility is off the yard lead for 
Congress Park Yard (not the mainline tracks) so someone locating it at 
"Congress Park" is understandable.... even though the big honking water tower 
opposite the turnout is marked "Brookfield".
At one time what used to be East Grossdale (Hollywood, now (ugh!!) Zoo Stop), 
Grossdale (Brookfield Prairie Avenue), and West Grossdale (Congress Park) were 
all under the same local government.  From the published histories of 
Brookfield I cannot say with any certainty that Hollywood and Congress Park 
have their own governments or when this may have happened, nor are there any 
maps that show the official boundaries of same.

  GW sugar plant was not at Congress Park. Was and is at Brookfield.
  For that example the BNSF currently has two SD's, Congress Park
  and Brookfield. "SD" currently shows Status Displays.

  CB&Q and BN were the same way. Until around 1973 Brookfield and
  Congress Park were handled by different depots.
