While Illinois taxes were a problem, many railroads would take delivery of GE locomotives at the factory in Erie, Pennsylvania, also avoiding Illinois.  The Erie Lackawanna was known to exchange use of this new power for the cost of shipment.  One of the Emery Gulash films shows two factory-new UP U30Cs as the only power on a westbound coke train at Huntington, IN.  ATSF is also documented to have taken advantage of this for at least some of their GE purchases.

It appears the GN preferred to take delivery in St. Paul on their GEs but unlike EMDs from Illinois, factory delivery was an option for GE locomotives.
