From the picture I am sure that the structure was a cooling tower. Cooling would have been necessary for many stages of the printing process. Especially since they had Linotype machines, letterpress, rotogravure and offset printing along with all of the associated bindery, mailing and shipping functions.

From my experiences, I would say that this is a cooling tower for air conditioning in the plant. A lot of the building is not accessible to having windows for ventilation. With all of the press's running, I can only imagine the heat build up.
