Good question Rich. It almost looks like an open top coal tower.

Looked at Sanborn maps but nothing after 1920's which might show expanded plant construction.

Let's try this again with the picture attached.  Hopefully, you can expand the photo and see the large vertical structure at the end of the building I'm talking about. It's to the right of the large smokestack.  Two possibilities may be an incinerator for disposing of scrap paper? (pre EPA)  When I expand the photo, it appears that the top is open.  Another idea was this is a cooling tower for some industrial air conditioning to help cool areas of the paper plant to make the rolled paper easier to process.

Any ideas?
