Greg - Fellow group member and C&S-FW&D expert Hol Wagner is the person to ask that question to. But, to my knowledge, the answer is no. As ballast hoppers, it's conceivable that some may have wandered onto the C&S and/or FW&D for use in reballasting tracks, but they would've kept their CB&Q reporting marks.
As for beet hoppers, the C&S used old gons and hoppers, both of their own and of the Burlington's. I've never heard of a sugar beet industry on the FW&D. Hol would know. Since your car is of certified CB&Q origin, it would be incorrect, as far as I'm concerned, to reletter it either C&S or FW&D. Best Regards - Louis

Greg - Excellent! Now that you've found the ballast car's original number, you can repaint it on the sides when finished restoring. I have two other images to share with you. Attached are in-service images of CB&Q ballast hoppers downgraded to beet service Nos. 221574 and 221660, sisters to your car.
Don't worry about having first painted the car Chinese red. That color will be a good undercoat and preservative for when you put the final coat of mineral red on to make the car look authentic. Please share some images of your restored ballast hopper with us when finished. Best Regards - Louis

Looking through my files I found an image (albeit poor) of the CB&Q car in question at the Texas State Railroad in Rusk, TX that I took in 1984 on a lousy rainy day. Unfortunately it’s horribly grainy and doesn’t offer much detail to the lettering questions since most of it is gone by this date, but I thought I’d offer it to the group in case it might help someone. I was hoping I could glean a car number off it but as you can see on the upper car end it has been painted out, probably by the railroad prior to the sale to Southwest Car Parts. In a color photo I have showing it from a distance the color of the car looks like boxcar red.
Using my photo editing platform I was able to zoom in on the remaining lettering and here’s what I found: Starting at the far (A end) of the car working towards us: “For Beet Loading Only” stencil, dimensional data stencil (two lines), more dimensional data stencil (two lines), “For Beet Loading Only” stencil, Repack Data BN (and unreadable location code), 8-17-70 second line, and wheel inspection dot.
Hopefully Greg can find an official document to fill in all the other questions.

I suspect that your photo was a company photo, taken at Havelock, of the first of the class. Just a slight discrepancy between the date of the photo and the construction date on the car.
Were the wood sides a wartime economy measure?
