There were not enough cab cars in 1965 order to make ,many commuter trains push-pull. Only 6 cars (790-795) with cab controls were delivered by Budd. Nowhere near enough. So E units continued to turned at Aurora on most trains.

20 cab control cars were ordered in 1973 (after the merger) from Budd by the West Suburban Mass Transit District for use in BN commuter trains.

I believe the elephant setup for long distance trains started happening about then, also.
