Single E's likely ran on branch lines.  And there's pretty much only one way to put an E on a train.  And turning that E, or not, is not really part of this.

We're talking running 2 and more E's (because you can't run 1 E elephant-style).  So I would think the trains that used multiple E's were running between big terminals.  And those frequently had turning loops or big wyes.  Turning a set of E's is then easy, with or without a train.

Fuel consumption has always been an issue for railroads.  Even during the heyday of F units.  The extent to which management took measures on the matter likely varied.  I surely would like to know of a railroad that actually DIDN'T care about fuel consumption.
