Just to be clear: The shovel nose locomotives were designed by Budd; the E units were designed by EMD. So they were not designed by the same engineer(s), unless someone defected from Budd to EMD. Burlington wanted to stay with its distinctive shovel nose designs, which is why early renderings of the E5 had shovel noses. But the brotherhoods correctly felt that engine crews were safer in the E-style units, and persuaded the railroad to change.
