Fuel oil is still a primary heating fuel in the Northeastern US.   Recent oil price spikes caused great concern over the cost to heat houses.   Taxpayer funded assistance to mitigate high fuel costs have stopped due to the poor economy.   I would imagine that the fuel still arrives at the customer premise via delivery trucks.  Probably transshipped via large tankers from pipelines/refineries.

 

My parents heated with oil until the mid 1980’s in the St. Louis area.   The tank was in the basement and the fuel was delivered much like propane is today.   The delivery man was on a schedule and made deliveries on a monthly basis during the heating season.   If a particular winter was bad and usage higher, my parents would monitor the tank and call the distributor for a refill.  The tank had a wood dipstick, much like a yardstick.
