No, the construction of the line from Rochelle (starting in January 1868) to
Oregon was done by the construction company named "The Ogle and Carroll
County Railroad Company."  Upon completion of the line (April 8, 1871), the
company was immediately merged into the Chicago and Iowa Railroad Company.
The C&I after being in receivership (starting 8/1/1877), it was acquired by
the Chicago, Rockford and Northern Railroad on January 1, 1892 and
immediately leased to the CB&Q.  Then, on June 1, 1899, the line was deeded
to the CB&Q.

Dave, that's what was making the most sense to me. It's just that I hadn't
been able to find any mention anywhere of the bridge's construction and I
didn't want to state as fact something that was supposition.

the Mississippi Valley and Western Railway Company, which was a
consolidation of the original Mississippi Valley and Western Railway Company
and the Mississippi and Missouri River Air-Line Railroad Company. The line
from Canton, MO to Buena Vista, IA (at the junction with the Keokuk & Des
Moines [CRI&P]) was opened on June 24, 1872.

Archie,
Bernie's book has been on my list to get for a while. I keep watching e-bay
and Amazon for someone who will ship one to Canada.
But thanks for the lead. In terms of the corporate history that joint
ownership would make sense, but the bridge was there in 1872 which was prior
to the StLK&NW and maybe prior to the K&W as well (haven't got to that part
of my notes yet).
My best guess is still that it was built by the MV&W, but I'll keep you
posted.
