Actually one of the prime alphabetized rules in nearly every RR's Rule and/or
Safety book was & is: "Safety is of the first importance in the discharge of
duties!" (highlight mine) The basic rules remained unchanged for a century
except for expanding Rule G discharge from company service would result from
the use, possession or being under the influence of alcoholic beverages to also
include drugs. Numbered rules in Safety books varied from RR to RR. Some
like CB&Q were fairly general whereas as otehrs would create a rule every time
there was a significant injury or damage to property. Operating Rules in the
Consolidated Code were fairly standard except for a particular RR's signal
aspect

The rule is one of those that has always been and still is...it was the same on
all railroads.
My grandfather always said of the Rock Port Langdon and Northern..."We only
have one rule"....Proceed as the way is seen and known to be clear"
