There may have been, but usually when weather conditions were a factor a train
order was issued to alert train crews describing the specifc conditon
Often an order would be issued directing crews to "run carefully and sound
whistle freely"
The safe course was right in there with rule 99 which specified..."flagman must
go out a "SUFFICIENT DISTANCE". Sufficient distance depended on conditions
of weather...whether the grade was up or down what speed restrictions were in
the territory etc.
The rules...in the old days presumed that train crews had a few brains and a
modicum of judgment as to how to do their jobs....as opposed to today's
industry and government which has "dumbed down" about everything we do and
tried to "legislate" to cover every contingency.
I will admit that today's "youngsters" do seem to lack both brains and judgment
when it comes to common sense items....Just read your local newspaper

Were there any specific rules about movement in fog or was Rule 108 relied on
to cover it?
