Thank you for your responses which I will pass on to Chuck.

My only experiences of baggage on U.S.trains has been in the Amtrak era where 
you either checked in your personal baggage and 
collected it at the other end, or put it in the lower level racks as you 
entered the bi-levels.  My travels in the U.K. in my 
formative years and later here on NZR also involved putting one's baggage in 
baggage cars (or guards vans).
