That is actually pretty logical. As there were only 10 U28B's it is doubtful they'd remain in solid sets after being delivered. In probably a week or two after entering service they were scattered all over the CB&Q. From the sightings you mentioned in the books they could be seen anywhere so may not have actually been assigned to a particular terminal either. Thanks for the help.
