The "Gondolas" are flat cars with stake sides.... the sides had to be removed 
before the angle plow could slough the
material off the deck over the edge of the car.  Wouldn't work quite as well 
(!!!!) with a steel car with fixed sides.
It was a quite common way of building up fills.  I wouldn't want the job of 
removing the side sections and stakes....
probably good thing we built the country pre-OSHA.....
