i think you may be tilting at windmills thinking BNSF will listen to a plan
to alternatively paint locomotives. They have way too much on their plate
right now to bother with it.
On the other hand, there are a number of smaller leasors of older model
machines that just might be interested in a "free" paint job. The benefits
here are that the locomotive might well be a historical CB&Q locomotive
(though getting more and more doubtful as the years go on),; the leasor is
more apt to listen - especially when his wares are running around with
patch jobs; pick the right leasor and you may be able to obtain a more
localized route; the leasor has to get his product out in sight of a lot of
folks - a good article and photos in one or more fan magazines is a good
start.
Another option, one used by some eastern HS is to purchase (or have
donated) a former CB&Q locomotive, pay for it to be overhauled (or do it
through volunteer labor that is capable and legal), pay for the paint, and
then offer it as a leased unit - whether to BNSF or to a regional running
on former CB&Q trackage. That way you get to have a say in what happens to
the unit.
Another option is to visit Metra and suggest a shadow scheme on one of
their diesels - and pretend it's an E5! Naw, forget that one.
