I assume it is a typo as the picture is dated 1939. I would suggest a starting point to be a MDC slope back 0-6-0 switcher. It will be a lot of work. For a cab I would look at the PSC/Kemtron Ma & Pa

14570 was class NE-4 and was built in Sep 1878, originally numbered 191 it was renumbered 14570 in 1904 it was assigned number BN 11073 but apparently not relettered. It was donated to Phillips Res.
