These roofs look too small (and received no foot traffic) to warrant aggregate embedment in the tar.  I suspect the linemen sanded the tar when it was applied, rather than rocking it.  I suggest using a modest grit (maybe 120, 180, or 240) sandpaper, of a color that pleases you, for this application.  OMI did for one of their Seaboard Air Line caboose roofs, and it looked good.  Most people paint that roof a medium gray, dark gray, or a medium tan.
