All- Seems to me that pea gravel would have been used in this application. The purpose is primarily to protect the tar coat from direct sunlight as foot traffic is not a factor on such a small roof with no need for access. I think very fine tan color sand would work better over thick wet paint than ballast which is too large with sharp edges. I agree that the roof would be slightly darker than the weathered concrete, based on a sense but not direct memories from "back in the day". I would suggest brush painting some sort black enamel to simulate the tar and immediately dust it with a sand colored weathering chalk. Any grit coarser than chalk would seem more like a caricature or exaggeration for a surface that small and draw attention to what is basically a background element. That is my spin on it.
