Tar and gravel roof are installed by putting down the tar while it is hot and liquid. And while it is still liquid the gravel is shoveled and raked on top of the tar. So the roof color will be the color of the stone used to cover the roof, with a black background showing through. Now the railroad might have hauled gravel from a specific pit, but most contractors would purchase the gravel locally. So the color could vary from the white/gray of limestone to the dark color of slate chips. A quick google image search of tan and gravel roofs will show a variety of colors, almost all of them lighter than the black of plain tar.

I don't recall the roofs being black, but that could be totally incorrect.  Looking on the Members Layout pages at Mike Spoor's 1954 layout, three of the four images show lighter colored roofs.  I'm not saying this is correct, but I know that Mike was pretty meticulous about these sort of things.  I looked at the Flicker images for Highlands, but the picture is from ground level, rather than from the single lane bridge over the tracks, looking east.  There has to be a color photo of that somewhere.

Likely, the gravel was mixed into the tar, rather than being dumped on top. I’d paint the roof black.

I'm painting a six pack of these and the instructions say: "When originally placed, the roof was given a built-up tar and gravel coating to help water-proof the concrete."  While I've seen a ton of color photos of these, I can't seem to find an overhead shot that clearly shows the color of the gravel.  Does anyone know if it was gray, white, or tan?

 

Also, these huts are currently unavailable.  Does anyone have some extras they won't be using and are willing to sell?
