Bill,
I wasn't clear enough. It appears to me that, as delivered, the headlight had a single bulb. Sometime later, they switched to two bulbs. Is that a correct assumption? Some of my motors have a single bulb, and others have a casting for two separate bulbs. Looking through Bulletins 10 and 57, it appears that all of the as delivered E-5, E-7. and E-8's had single bulbs, but it's difficult to tell.

The decoder will create the desired effect with either the LED or
bulb you use. It is just setting the effect type in the decoder
for that function. You only need one. This is one of the many good
things that Proto 2000 did with their E units.
With them being brass units, I would seriously consider adding a
current keeper to the decoder install.
I did this with my old Hallmark delrin chain drive Silver Charger
I bought from Mike Spoor. The change in running performance now
makes it equal to the best running plastic locomotives.
