I can't swear to Q practice, but when I had an SD9 with the oscillating lights on the BN, I'd let them run, just to pretend I was running a passenger train.  Once, the girl clerk who 'verified' our Local into Edgemont asked me how I made the headlight do that.  I told her I just turned on the switch :>)  I used to do it with the Frisco motors too...until they cut the wires.
