Does it have to be in HO and does it have to run?

Everything pre-USRA is outside all my spheres of interests so I'm likely far off base here, but to me just quickly it seems as if there might be a kitbash starting point in the old plastic 1:25 scale General 4-4-0 Civil War loco display model originally produced by MPC, the car and truck model folks.

It is my belief that it would look more like the engine in the attached photograph. 

 

Can you experienced modelers point me to an HO engine that would be a good starting point for customizing to look like #70 in the configuration I want?
