There were three different 4-4-0s numbered #70 on the CB&Q.   I consulted a 
number of different rosters and don’t see a #70 that got renumbered to #412.

Based on your criteria the one you want is likely second #70 (first was built 
in 1855 as Quincy & Chicago “Macomb” and was off the roster by 1878.   The 
second #70 was built by Galesburg in 1878 which kept #70 until it was 
renumbered to #1070 in 1898.  It was re# 412 in 1904 when it was rebuilt into 
an A-3.  There was a third #70 built by Rhode Island in 1886 but it was 
numbered #925 until 1904 when it got #70, only to be re# 462 in 1917 when it 
was rebuilt into an A-2.   

I haven’t found a roster that gives any specifications for locomotives in the 
1880s, but since it was numbered #70 it was likely a Class A.  I've attached a 
drawing and specifications for a Class A which should be close to what 
Galesburg built.
