There are HO scale 4-4-0s available. Esp ones that are similar the engine in your photo. The old Mantua General could be modified, but may be too small. Bachmann has one that looks close. IHC also sells a 4-4-0. The question is how close to the prototype do you want it be. I’m not informed as to the size of drivers, driver spacing, size of boiler, etc. Without that information, it would be hard to compare to available models.
