[CBQ] Looking to Model HO 4-4-0 American Type

I hope to model CB&Q #23 (4-4-0 American) in HO. I want to model it as it operated in 1887 with the wagon-top boiler and larger drivers, rather than after its rebuild and re-numbering to #412.

 

It is my belief that it would look more like the engine in the attached photograph. 

 

Can you experienced modelers point me to an HO engine that would be a good starting point for customizing to look like #70 in the configuration I want?

 

Any tips, advice or direction is appreciated.
