This was an issue on the Q too. Several years ago the TRRA Historical Society did an entire bulletin on the Zephyr Rocket. The Zephyr Rocket was always assigned one E unit. E5s at the inaugural in 1940 and then by the late 1940s E7s.  Mostly E7s and an occasional E8 after that. The Zephyr Rocket had a chronic time keeping problem because the consists often exceeded the recommended 8 cars per E unit due to heavy head end business. It was stated that this was constant battle between the operating department and the passenger department on whether to assign a second E unit to the train to help it keep time. The cost of having a second E unit operating in the train was the factor. The Z-R was always a secondary train. The Rock Island had pretty much lost interest in it by the mid-1950s for their portion as their financial woes grew, so the train remained with one E unit.

Fuel consumption has always been an issue for railroads.  Even during the heyday of F units.  The extent to which management took measures on the matter likely varied.  I surely would like to know of a railroad that actually DIDN'T care about fuel consumption.
