According to Bill Hirt's email in this thread, there was an A/O in Mt. Union in 1954 but not in 1957. I believe the date you originally cited for the presence of train order signals was 1958, so in 1958 the office was closed (no A/O). The signals may have been there, but there was nobody home to operate them.
