Thanks for checking on this, Dave.  Also, my thanks to the feedback from everyone else.  As was suggested, I went back and looked at the Hornby website again, and see there are separate photos for both #563 and #571, as Dave attached.  And yes, I was thinking of the trucks used on some the later U28Cs as mentioned in The Second Diesel Spotter's Guide and also on the Diesel Detailer Forum website.  I had misinterpreted this information to suggest that these other trucks were used on the CB&Q units.  As I look at the various CB&Q U28C photos that I have, I see none of these are the  Adirondack or GSC trucks. 

Another question for all.  For the models purchased without the factory installed DCC sound decoder, which Digitrax or NCE decoder do you suggest using with this model (or the U25C, for that matter)?

I've been in touch with my contact with Hornby (Rivarossi) and they replied as follows, along with prototype images that I cannot share:
"Here is a picture of each - as you can see 563 correctly has the one piece window and the earlier U25C handrails and the 571 has the two piece window and the later longer stanchions. The gray is of a darker shade which does not accurately show up in the pictures I have attached. Also, the best I can tell the trucks are the same - maybe Scott is thinking of the Adirondack or GSC even axle spacing trucks used in the last U28Cs which are not appropriate for the Q, NP or BN units. Running characteristics are same as the U25Cs."
 
I've attached their web images - the hr2616 is the 563 and hr2613 is the 571.  I have the U25Cs and they run and pull very well!!  You can see a home video of one U25C unit pulling an Exactrail coal drag up the B&MRR's West Burlington Hill at http://youtu.be/zKD7s09qZyE

I see that Rivarossi has recently produced this model in HO scale.  Are the paint colors identical to their U25C model?  I ask that because I seem to recall a lot of complaints about the color of gray used for the U25C.  Am I remembering that correctly? 

The photos I have seen of this U28C model show a one piece windshield, which I understand is only correct for the Phase Ia units (562 & 563).  The Phase Ic units numbered 564-577 had 2 piece windshields.  Also, I'm curious if these models have the correct handrail stanchions and correct trucks for the two different phase units?

Lastly, I haven't seen any reviews of these models yet.  Has anyone operated one of these units and can tell us your opinion as to performance and appearance?
