The article is in the November 1987 Model Railroaading. It is an article on upgrading the Con-cor flat. In the article it does not identify a prototype but says it is similar to CB&Q, CGW, NKP AND C&O  cars. Howwever the model ir 54' long and the RR cars are 53'6".
This would make them close to a FM-14 (89,900-89,249, 92,000-92,349)
