The entire subject of the relationship between the operating crafts and then between them and mgmt would be a nice project but full of pitfalls.

To the list in general I think a good parallel to describe this subject would be the movie 'platoon'. Your all in the same army but have some long running unsettled battles.

I wondered what you might hear from some ORC men re BLE men authorizing pooling of W/C's...."Never the twain shall meet"...That separation could be made into  a missive for some publication..Maybe I'll work on it.
