Pete thanks for the detailed answer on the 1880s orders. Yes the "make best possible time" language would be in a message attached to a crews orders. Usually on high priority specials such as fruit blocks,etc. Going way back it applied to silk specials. It was a looked upon as a license to push the envelop limits and indeed crews did so. Of course you are also correct about the "consistent with safety" clause. Even in the 70s the subject would come up in cabs and waycars as we rolled along.
