I would guess that there was never a bridge at this location.  It doesn't show 
up on any station maps or alignment charts as far back as 1930.  Williams 
Street is at about MP 19.9, and therefore only about 500 feet east of the 
signal bridge that was at MP 20 from 1913 until it was moved in the early 
1950's.  An overhead bridge at Williams Street would have impaired signal 
visibility for westbound's, and the Q would have either picked a different 
location for the signal bridge or placed under-slung signals on the signal 
bridge.  There are a few photographs of this signal bridge location, and they 
don't show any non-standard signals, or an overhead bridge in the background.

If there ever was a bridge there, it was gone by 1939 (or it was both built and 
removed between 1939 and 1961). HistoricAerials.com shows that there has always 
been a "trespasser's shortcut" patch across the tracks there, but I don't see 
any evidence of a bridge from the historical aerial views.

Regarding the CB&Q bilevels, the new lettering is made up of reflective decals, 
not paint. These new decals will turn up white if you use the flash on your 
camera, and they are not the correct Burlington font (the new decals have 
square corners on all the letters, whereas the correct Q font had boxy letters, 
but the corners were still rounded). The old lettering was probably also 
decals, since paint doesn't hold well to stainless steel.
