That 'ghost' affect is very obvious on some cars that were sold to Amtrak & now 
reside in private hands (a couple @ Charles City, IA)

AFAIK the stainless steel had to be acid etched to provide enought "tooth" for 
the paint to adhere, but the lettering on passenger car letterboards, E5 unit 
nameboards,
etc. was paint on stainless steel. When the car names and roadname were removed 
they flipped the nameboard over because the etching would still "ghost" the 
name even if the paint were removed.

The old lettering was probably also decals, since paint doesn't hold well to 
stainless steel.
