I believe the second hose was a signal hose.

In 1966, when the DZ I was riding arrived at Chicago Union Station 2 hours late 
(due to a broken air hose at Wray, CO), the train was too long for the platform 
assigned, it was uncoupled behind my slumbercoach SC7 with the section behind 
being pulled back and brought in on an adjacent track.  As the move was being 
done, a brakeman(?) was seated on the vestibule floor of the lead pullman, legs 
dangling forward, and he had a signal hose brought up between his legs which he 
was activating.

Of course there would always be an "air connection ie trainline"..but the 
question was..."Why the tail hose hanging there in addition to the "ailr brake 
controls" which I would understand to be an air and/or whistle valve inside at 
the rear of the car...IIRC these were located inside the car at the rear end on 
the right hand side (as you faced the rear end of the car).  They were inside a 
"panel" which you had to open up to get to the valves.

blunt end obs were also built specifically to be able to go mid train, so

air connections would be needed
