I'll give a short answer (a complete answer is very
long and is different for various periods of time).
Class repairs ranged from class 1 to class 5. Class
1's were complete rebuiltings, while class 5's were
light repairs, mostly of a preventive nature. For
example class 3 required retubing the boiler, among
many other things.
