I have Walthers CB&Q decals that show a wide red border around the 
black square. There also is a narrow yellow band.

However when I look at black and white photos of steamers back in 
the 30's and 40's the tender emblem appears different than my decals.

I have the BRHS steam engine lettering sheet from 1925 that shows 
the emblem without that red border (I think!) The same lettering 
sheet shows the NEW tender emblem that did have the wide red border 
dated 1940.

So, what did that tender emblem look like back in the late 20's and 
30's?
