Greetings;

Unfortunately, I haven't uncovered any additional information, but can
at least verify the OS references from CB&Q sources. I have three CB&Q
rule books, the oldest is dated 7/1/1916. Also 12/1/1929 and 5/1/1951. 
In the section of telegraph signals and abbreviations of each book, OS
is used to denote "Train Report".

I also have rule books from the Ann Arbor Railroad (1/1/1924) and the
Wabash Railroad (1/1/1941) and (10/26/1958), each with the same "Train
Report" listed as the meaning for the abbreviation "OS".

Interestingly, an 1889 rule book for the Toledo, Ann Arbor and North
Michigan does not contain "OS" in the list of telegraph abbreviations,
so perhaps it had not yet come into use (at least universal use). 

Anybody have access to rule books from the 1890-1910 period? Perhaps
the answer will be there.
