The Phase I U30B/C  used the late U28 car body.  The Phase 2 had a wider radiator section and a flared cowling between the engine room and the radiator. Here are similar shots of the two versions as

Thanks Jim! From what I have learned, even since writing the message, the C&S U30C units were definitely not phase I. The Q however had U28C's, but they were quite different in body details and truck
