Tom upon reading your message, my first thought was a temporary traffic movement for just that summer or that year, as the wheel reports you have are for the same year. If someone is modeling train #97 in 1966, they certainly need those insulated tank cars. But if modeling two years before or two years after, that traffic, ie the cars, may not be needed. But then again, they might. The Wisconsin highway department may had a different stretch of highway they were working on that requires asphalt.

 

I recall an Iowa town that was replacing their water tower one summer, so the car reports for that depot kept showing the same tank cars of water arriving several times a week. Which really seem odd, until we found the newspaper clipping about the water tower replacement. Turned out the tank cars were parked near the water tower, and the water was piped into the city water pipes directly from the tank cars. The traffic lasted about 4 months, while the work was taking place.

 

When it comes to model train operations, we can build a train, with cars we wish to include, that have an offline destination which may or may not be factual. However, the destination does not affect the makeup of our train on our layout. With intentions of being as prototypical as possible, we can still justify having some Rapido UTLX 10,000 Gallon X-3 Insulated Tank Cars if they fit our era.
